This is a simulation game in which players assume the role of European emergency response units (e.g., police, medical, fire). From a top-down perspective, players move units into position to put out fires, rescue injured civilians, and disperse armed rioters. Cutscenes sometimes depict violent acts: fiery explosions, reporters held at gunpoint, civilians crushed under an avalanche. Conflicts between rioters and police sometimes result in gunfire—small puffs of blood appear when characters are shot.
